Moratorium On Utility-Scale Solar
The Tippecanoe County Commissioners implemented a moratorium on utility-scale solar projects in June 2025 to allow time to more closely study appropriate and smart regulations.

The moratorium will allow reconsideration of local ordinances to make sure there are appropriate guardrails that protect the county, residents, the environment, and also the existing property owners who are cooperating with this project.

However, an industrial-scale solar project application was filed shortly before the moratorium took effect, and thus their request for a Special Execption had to be heard under the old rules.
Thanks to strong community support, opponents won a critical victory when the Tippecanoe County Board of Zoning Appeals denied the project’s Special Exception request. But the developers have now filed an Appeal in court, so the fight isn’t over.

As homeowners it is in our best interest to stay involved and visible in the ongoing legal proceedings, and we need representation to ensure vigorous, assertive, and appropriate legal support of the BZA decision.

In addition, there is legal work to be done on the development of new county ordinances for industrial-scale solar, which TCRAUSS is actively participating in.

Thoughtful Planning
Tippecanoe County has changed zoning codes in the past when dealing with green energy. In
2019, commissioners voted to effectively ban large-scale wind turbines in unincorporated parts of the county.
The county also currently has a temporary moratorium on large water transfers from the county’s aquifers.
Some Indiana counties have allowed the construction of utility-scale installations. However, many counties currently have moratoriums or bans on such installations.
